Ir Dr. YH Shum graduated from the University of Lancaster (UK) with a BEng (Hons) in Engineering (Electronic), the Chinese University of Hong Kong with an MSc in Information Engineering, the Hong Kong Baptist University with an MSc in Scientific Computing, and the Hong Kong Polytechnic University with an EngD in Electronic and Information Engineering.

Dr. Shum has worked in the industry and education sector for over 30 years, taking up management positions in various engineering departments of Hong Kong Institute of Vocational Education (IVE) since 2019, and is in charge of the Engineering Discipline In-service Training Office of the Hong Kong Institute of Vocational Education (Tsing Yi) from 2022 to 2026.

Dr. Shum is a Chartered Engineer (CEng), Member of The Institution of Engineering and Technology (MIET), Fellow Member of The Hong Kong Institution of Engineers (FHKIE), Society of Operations Engineers (FSOE), Institute of Measurement and Control (FInstMC), Hong Kong Computer Society (FHKCS), Senior Member of Institution of Electrical and Electronic Engineering Inc. (SenMIEEE), Senior Member of Guangdong Institute of Electronics (SMGDCIE), and Professor-level Senior Engineer (正高級工程師) of 網絡空間安全工程 (內地人社).

He has rich professional service experience in various professional institutions, e.g. Office Bearers and Ordinary Member of the Electronics and Communications Section (1996/97 to 2022/23) and Branch Committee Member (2010/11 to 2012/13, 2021 to 2023) of the IET Hong Kong, Chairman of Chinese Institute of Electronics Hong Kong (2019/20 to 2023/24), University & Community Liaison of Youth Sub-committee of Hong Kong Electronics and Technologies Association (2017 to 2020), He was the School Ambassador of HKIE (2009/10 to 2010/11), Committee Member of the HKIE Information Technology Division (2009/10 to 2011/12), HKIE Electronics Division Committee Member since 2014/15, Deputy Chairman (2021/22 to 2023/24), Chairman (2024/25 to 2025/26), and member of the HKIE Artificial Intelligence Workgroup (2025/26).

Dr. Shum was a member of the Telecommunications Numbering Working Group (TNWG) and the Telecommunications Regulatory Affairs Advisory Committee (TRAAC) of OFCA from 2013 to 2016. He was a member of various VTC Training Boards, e.g. Electronics and Telecommunications Training Board (ECTB) in 2019/20, Innovation and Technology Training Board (ITTB) from 2019/20 to 2025/26, Apprenticeship Training Board from 2020/21 to 2021/22. He was a Specialist (Engineering and Technology) at the Hong Kong Council for Accreditation of Academic & Vocational Qualifications (HKCAAVQ) from 2011 to 2024 and from 2025 to 2028. He was a Member of the Advisory Peer Group (APG) of the BEng Programmes offered by the Department of Science of Hong Kong Metropolitan University from 2019 to 2025.

He was the member of the Working Group of the IEEE Standard on “P2668 - Standard for Maturity Index of Internet-of-Things” from 2019 to 2022, and is also the reviewer of (i) IEEE Transactions on Industrial Informatics since 2014, (ii) IEEE Industrial Electronics Society INDIN15, INDIN16 & INDIN21, (iii) IEEE Consumer Electronics Magazine since 2022, and (iv) IEEE Transactions on Consumer Electronics since 2023.
